Dr. D. Manikandan was born and brought up in Coimbatore, Tamil Nadu. He received his primary and secondary schooling at C.M.S. Matriculation Higher Secondary School, where he participated in oratorical events and artistic performance circles.
He subsequently pursued an engineering degree at Hindusthan College of Engineering and Technology, graduating with a Bachelor of Engineering (B.E.). During his collegiate years, he engaged in technology competitions, placing second at the International Robotic Challenge hosted by IIT Bombay alongside Robosapiens. He also actively prepares for the Indian Civil Services examination to enter the Indian Administrative Service (IAS).

In his capacity as State In-Charge of the BJP's Sports and Skill Development Cell in Tamil Nadu, Dr. D. Manikandan organizes youth-oriented skill programs, athletic competitions, and sports events, such as the NaMo State Level Gold Coin Chess Tournament.
At the national level, he represented regional youth in initiatives such as My Budget Quest (under the Ministry of Youth Affairs and Sports) and the Viksit Bharat Young Leaders Dialogue, participating in virtual interactive exchanges with Prime Minister Narendra Modi.
